Question about bathroom lighting?

It's probably a silly question, but what exactly is the 2nd light in the bathroom for? All 3 of my bathrooms have the big strip of lighting over the mirror, and then a 2nd single bulb in the ceiling that flickers when I turn it on. What's the purpose for this?

We love to spent many of hours in the bathroom. We love to do many of task in the bathroom like applying make up, shaving, styling hair etc. So we need a right kind of light to accomplish these task.
